The NATO Industry Forum 2025 (NIF25) took place in Bucharest, Romania, from November 5 to 6. This significant event brought together key stakeholders from across the alliance and beyond. Among the notable attendees were Romanian President Nicușor Dan and NATO Secretary General Mark Rutte. The forum aimed to address pressing issues related to defense and security in an evolving global landscape.
President Nicușor Dan’s Speech on Rearmament
During his speech at the forum, President Nicușor Dan emphasized the importance of rearmament as a necessity rather than an option. He stated that “rearmament is not a choice, it is a necessity” due to the numerous threats to peace. Dan highlighted that the current times are forcing nations to engage more frequently in discussions about rearmament.
He pointed out that the ongoing challenges and threats remind everyone that peace and security are never guaranteed. According to Dan, this situation necessitates a collective effort to defend against potential threats. He also mentioned the continued aggressiveness of Russia, which has been evident through repeated violations of other states’ airspace, even near Romania’s borders.
Dan expressed confidence that NATO and its allies are committed to defending every inch of the alliance. He also spoke about the rich history of the Romanian defense industry, noting its long tradition despite being neglected in recent years. He described the industry as having “extraordinary potential,” indicating a belief in its future contributions to national and regional security.
Mark Rutte’s Perspective on the Russian Threat
NATO Secretary General Mark Rutte stressed the importance of dialogue between NATO and the defense industry during his remarks. He warned that the Russian threat will not diminish after the war ends but will instead become a lasting one. Rutte emphasized that Russia will remain a destabilizing force in Europe and globally, working with other countries such as China, North Korea, and Iran to undermine global rules.
He called for preparedness, stating that the alliance must be ready for a long-term confrontation. Rutte noted that greater production in the defense sector is essential to implement what he referred to as “peace through strength.” This approach underscores the need for increased defense capabilities to counter emerging threats effectively.
Objectives and Participation in NIF25
The NIF25 was hosted in Bucharest under the patronage of the NATO Secretary General. The event was organized by the Supreme Allied Command Transformation (SACT) and the Defense Industry, Innovation, and Armament Division within NATO’s International Military Staff, with support from the Ministry of National Defense. The main objectives of the forum included exploring concrete solutions to enhance the Alliance’s defense capacity.
Key areas of focus included identifying innovative mechanisms to expand defense production, leveraging commercial innovation—particularly dual-use technologies—and exploring solutions that could transform future operations. The forum attracted high-ranking officials from NATO and Romania, as well as over 800 participants from 26 NATO and partner states. Additionally, more than 300 companies from the defense industry attended the event, highlighting the broad interest and participation in the discussions.
