SERAP Sues Akpabio and Abbas Over Uninvestigated ₦3m Bribery Claim

Legal Action Against Nigerian Lawmakers Over Alleged Bribery Claims

The Socio-Economic Rights and Accountability Project (SERAP) has initiated legal proceedings against the Senate President, Mr Godswill Akpabio, and the Speaker of the House of Representatives, Mr Tajudeen Abbas. The lawsuit centers on allegations that these officials have not properly investigated claims that members of the National Assembly pay up to ?3 million to sponsor or present bills, motions, and petitions within the legislative body.

Akpabio and Abbas are being sued in their personal capacities as well as on behalf of all members of the National Assembly. SERAP’s legal action follows recent allegations made by Ibrahim Auro, a member of the House of Representatives from the APC party representing Jigawa state. In a viral video recorded in Hausa, Auro claimed that lawmakers pay between ?1 million and ?3 million to have their legislative proposals sponsored or presented in the chambers.

The lawsuit, numbered FHC/L/CS/2214/2025, was filed last week at the Federal High Court in Abuja. SERAP is seeking an order of mandamus, which would compel Mr Akpabio and Mr Abbas to refer the allegations of the so-called “?3m Bribe-for-Bills” to appropriate anti-corruption agencies for investigation and prosecution.

Key Details of the Lawsuit

  • Parties Involved: The Senate President, Mr Godswill Akpabio, and the Speaker of the House of Representatives, Mr Tajudeen Abbas.
  • Legal Grounds: Alleged failure to investigate corruption claims related to the sponsorship of legislative proposals.
  • Allegations: Members of the National Assembly are paying significant sums to ensure their bills, motions, and petitions are presented in the chambers.
  • Request: An order of mandamus to direct the relevant officials to refer the matter to anti-corruption agencies.

Background on the Allegations

The allegations stem from a viral video featuring Ibrahim Auro, who claims that the process of getting legislation passed involves substantial financial transactions. These claims have sparked widespread concern about the integrity of the legislative process in Nigeria.

The issue of corruption within the National Assembly has been a topic of public debate for years. However, this latest development highlights the growing pressure on lawmakers to address such concerns transparently and effectively.

Implications of the Lawsuit

If successful, the lawsuit could set a precedent for holding legislative leaders accountable for their roles in ensuring transparency and ethical conduct within the National Assembly. It also signals a broader push for accountability and reform in Nigeria’s political institutions.

The case is expected to draw attention from both domestic and international observers, particularly those interested in the fight against corruption in African governments.

Next Steps

The Federal High Court will now review the petition and determine whether to proceed with the case. If the court grants the order of mandamus, it could lead to a formal investigation into the allegations, potentially resulting in legal actions against those found guilty of bribery or other forms of misconduct.

This legal move by SERAP underscores the importance of civil society organizations in advocating for transparency and accountability in government processes. Their continued efforts play a crucial role in shaping public discourse and influencing policy reforms.
