Experts Advise Chiefs: Maintain Operational Secrecy

Calls for Discretion and Collaboration in National Security Efforts

Security experts have raised concerns about the need for discretion among newly appointed service chiefs as they address the nation’s security challenges. These experts emphasize that transparency in strategies could inadvertently benefit those who seek to undermine national stability.

Jackson Ojo, a member of the International Security Association in Switzerland, highlighted the importance of keeping security strategies confidential. He warned that terrorist groups and their sponsors are actively monitoring public information sources. “The service chiefs must not make the mistake of publicising their security strategies because criminal elements listen to the radio, read newspapers, and monitor television broadcasts,” he said. Ojo stressed the need to close every possible loophole to prevent these groups from causing further harm.

Ojo also called for stronger inter-agency collaboration and intelligence sharing. He urged all security agencies to work together effectively in the fight against insurgency and terrorism. This cooperation is essential to ensure a unified front against threats that continue to challenge the country’s stability.

Kabir Adamu, Founder and Managing Director of Beacon Security and Intelligence Limited, echoed similar sentiments. He advised the service chiefs to avoid making promises that may be difficult to fulfill. “They (service chiefs) should not make promises that are beyond them to keep,” he said. Adamu emphasized that the service chiefs are just one part of a larger national security framework, which includes 29 ministries, departments, and agencies. Each plays a critical role in maintaining security, and the military is only one of these entities.

Adamu also reminded the service chiefs of their constitutional responsibilities under Section 217(2)(c) of the 1999 Constitution. This section mandates that they suppress insurrection and act in aid of civil authorities when necessary. Adherence to this provision is crucial for ensuring that their actions align with legal and national security requirements.

The Need for Adequate Funding and Inter-Agency Synergy

Meanwhile, Alhassan Rurum, a member of the House of Representatives, has called for increased funding for security agencies. He believes that adequate financial support is essential to combat insurgency and terrorism effectively. Rurum, who represents the Rano/Bunkure/Kibiya Federal Constituency of Kano State, made this call during an interview with Sunday PUNCH in Abuja.

During his tenure as Chairman of the House Committee on Air Force, Rurum was part of the team that screened the new appointees. He praised their performance but stressed the importance of funding. “The government has to be intentional about funding. This should cover all security agencies, particularly the Nigerian Air Force, which is among the best in the world,” he said. While the Air Force possesses advanced fighter jets, Rurum pointed out that more resources are needed to enhance its capabilities.

Rurum also emphasized the importance of collaboration between security agencies. He believes that the war against terrorism must be seen as a collective effort. “We expect them to see this war as a collective one, with each component — the Army, Navy, Air Force, Police, and other sister agencies — playing its part,” he added. This synergy, according to Rurum, will be key to driving out criminal elements and restoring peace across the nation.
