Key Events in the Parliamentary Calendar
On Thursday, November 13, 2025, Parliament is set to receive the Budget Statement and Economic Policy of the Government for the 2026 Financial Year. This announcement was made by the Majority Leader and Leader of Government Business, Mahama Ayariga.
During the presentation of the Business Statement for the Fourth Week ending November 14, 2025, Mr. Ayariga informed the House that the Minister for Finance, Dr. Cassiel Ato Forson, will present the government’s financial policy direction for the year ending December 31, 2026. This will be done in accordance with Article 179 of the 1992 Constitution.
Mr. Ayariga emphasized the importance of this event, referring to the Budget presentation as a key milestone in the nation’s economic governance cycle. He called on all Members of Parliament (MPs) to take note of the date and attend punctually.
Preparation for the Budget Presentation
In anticipation of the presentation, the Business Committee has urged the Ministry of Finance, Ministries, Departments, Agencies, and Independent Constitutional Bodies to ensure the timely submission of their budget estimates to Parliament. This step is crucial to facilitate smooth scrutiny and approval processes.
Additionally, the Majority Leader mentioned that a post-budget workshop will be organized for all MPs. The purpose of this workshop is to deepen their understanding of the key policy highlights expected in the 2026 Budget. However, the venue and timing for the workshop have not yet been communicated.
Addressing Pending Referrals
Meanwhile, Mr. Ayariga drew the attention of the House to the high number of pending referrals before the various Parliamentary Committees. According to him, a total of 300 referrals have been assigned to 23 Committees for consideration and reporting.
He urged the Committees to prioritize the processing of these referrals and report to the House promptly in line with Order 267(4) of the Standing Orders. Mr. Ayariga emphasized the need to avoid delays as the House prepares for intensive budget debates and appropriations.
Importance of Timely Action
The timely processing of referrals is essential to ensure that the legislative body can effectively carry out its functions. Delays in this process could hinder the overall efficiency of the parliamentary proceedings, particularly during critical periods such as the budget cycle.
By ensuring that all committees are proactive in handling their responsibilities, the House can maintain a structured and efficient workflow. This approach not only supports the legislative process but also enhances transparency and accountability in governance.
Conclusion
The upcoming Budget Statement and Economic Policy presentation marks a significant moment for the nation’s economic planning. With the necessary preparations underway, including the organization of workshops and the prioritization of pending referrals, the Parliament aims to uphold its role in shaping the country’s financial future.
As the House moves forward, the focus remains on ensuring that all procedures are followed diligently, allowing for a comprehensive and effective budget review process. This commitment to thoroughness and timeliness is vital for the continued development and stability of the nation.
