International Collaboration to Combat Human Trafficking in Rohingya Refugee Camps
In a significant move to address the growing challenges of human trafficking, people smuggling, and irregular migration, the International Organization for Migration (IOM) has partnered with Human Concern International (HCI), Canada’s oldest Muslim relief organization, and Human Concern USA. This collaboration aims to enhance protection efforts for vulnerable Rohingya refugees residing in Cox’s Bazar.
The partnership is supported by a project worth USD 250,000, designed to strengthen prevention and response mechanisms for those at risk of exploitation. The initiative will leverage IOM’s extensive experience in counter-trafficking within Bangladesh and contribute to the implementation of a 33-camp strategy that ensures equitable service coverage, improved coordination, and consistent protection standards across all refugee camps.
Key Components of the Initiative
The project will involve deploying mobile protection teams to conduct targeted awareness sessions, identify and support survivors of trafficking, and improve coordination among various protection actors. Additionally, it will engage community leaders, volunteers, and youth groups to recognize and safely report trafficking risks. This approach is expected to enhance community-based protection mechanisms and build resilience among the refugee population.
Lance Bonneau, IOM Bangladesh Chief of Mission, emphasized the importance of this initiative: “This initiative is designed to ensure that every refugee has access to consistent protection services and support. Through community engagement and outreach, we aim to build the capacity of refugees, volunteers, and local leaders to recognize trafficking risks and respond safely and effectively.”
He also highlighted IOM’s commitment to working with the Government of Bangladesh, local authorities, and humanitarian partners to protect, support, and empower individuals at risk of trafficking.
Faith-Based Approach to Humanitarian Aid
Mahmuda Khan, Global CEO of HCI, added, “Our faith calls on us to stand against injustice and protect the most vulnerable among us.” On behalf of donors, HCI is putting its values of compassion, justice, and dignity into action to ensure that Rohingya refugees are not only protected from exploitation but also empowered to build safer, more hopeful futures.
The partnership between HCI and IOM through the newly established Islamic Philanthropy Fund (IPF) marks a milestone in global humanitarian collaboration. The IPF was created to channel faith-based giving, particularly Zakat and Sadaqah, toward sustainable humanitarian initiatives. This collaboration positions HCI among a select group of international organizations working with IOM to advance faith-driven solutions to urgent global challenges.
Broader Impact and Future Goals
In Bangladesh, this partnership complements IOM’s ongoing work to protect Rohingya refugees and host communities from trafficking and other forms of exploitation through awareness-raising, case management, and coordination support. The initiative also contributes to IOM’s broader counter-trafficking and support humanitarian interventions in Sudan, Libya, and Ukraine, reinforcing a global commitment to safeguarding vulnerable populations from abuse and exploitation.
Conclusion
The collaboration between IOM, HCI, and Human Concern USA represents a crucial step forward in addressing the complex issues surrounding human trafficking and migration in the Rohingya refugee camps. By combining expertise, resources, and a shared commitment to protecting the vulnerable, these organizations are setting a new standard for humanitarian cooperation.
