Rising Return of Sudanese Refugees
As of early November 2025, more than 3.3 million Sudanese have returned to their home country, according to the U.N. refugee agency (UNHCR). This significant movement is attributed to a decrease in violence in certain regions and challenging conditions in neighboring countries.
Despite this return, nearly 2.5 million Sudanese continue to live as refugees abroad following the conflict that began in April 2023. The patterns of movement have shifted notably, especially from Egypt and Libya, where many refugees have faced difficult living conditions.
The UNHCR reported that approximately 3.37 million people had returned by November 8. The agency highlighted several factors contributing to this reverse flow, including perceived improvements in security within parts of Sudan, efforts for family reunification, and financial hardships experienced by refugees in host countries.
Egypt, which hosts about 1.5 million Sudanese, has seen 350,000 people return. However, the movement remains fluid. The report indicated that nearly 98% of those crossing back from Egypt are “pendular movers,” meaning they intend to return to Egypt within six months.
In contrast, returns from the south are being driven by renewed violence outside Sudan’s borders. Conflict in South Sudan’s Upper Nile State has resulted in over 208,000 people entering Sudan since late February. This includes 133,000 returning Sudanese nationals and 75,000 South Sudanese refugees.
Impact on Infrastructure
The influx has placed a heavy burden on Sudan’s Northern State, which already accommodates more than 500,000 internally displaced persons (IDPs). Local authorities are struggling to support the transit of returnees. According to the report, about 150 people per week are stranded in the border town of Wadi Halfa, while 75 are stranded in Dongola, lacking the funds to travel to their home areas.
Returnees have identified financial support, food, and water as their most urgent needs upon arrival. This highlights the critical need for continued humanitarian aid and support systems to assist those returning to Sudan.
