A Vision for Security Reform in Anambra State
Chioma Ifemeludike, the gubernatorial candidate of the African Action Congress (AAC) for the upcoming Anambra State election, has made a bold promise to dismantle the controversial Agunechemba security outfit if elected. This commitment was highlighted during an interview on Channels Television’sPolitics Todayprogramme, where she outlined her vision for restructuring the state’s security framework.
Ifemeludike criticized the Agunechemba outfit as ineffective and poorly structured, emphasizing that her administration would adopt a more community-driven and professional approach to managing security. “I’m going to scrap it (Agunechemba). They weren’t effective at the time that they had their chance. They weren’t adequate,” she declared.
The Agunechemba security outfit was established by Governor Charles Soludo through the Anambra State Homeland Security Law 2025. It was designed as a new vigilante structure meant to work alongside federal security forces, aiming to enhance security and order in the state. However, the outfit has been a subject of debate due to its operations and effectiveness in combating insecurity.
A New Approach to Community-Based Security
In place of the Agunechemba, Ifemeludike proposed a framework that involves creating a local vigilante network to address security issues within communities. “I’m going to adopt a framework as a vigilante network to intervene in security matters in communities. I’m going to make sure I recruit them from the local communities where, you know, they come from. Because I can’t bring foreigners into a community where they’re not used to, to oversee,” she explained.
She also stressed the need for these groups to be registered and recognized under both the government and the people. This recognition, she believes, will ensure accountability and legitimacy.
Training and Professionalism as Cornerstones
Another key component of Ifemeludike’s security plan is the emphasis on proper training and equipment for any new security network. She argued that without adequate training, security operatives may struggle to distinguish between civilians and criminals, leading to incidents of assault and extortion.
“We’re going to make sure that these vigilante groups are trained. Because training for us makes a difference. For instance, when you want to compare the training of the military officer and the police officer, you can tell there are differences. This is where training comes in. If you don’t adequately train your recruits and push them out on the streets, how do you expect them to know the difference between civilians and criminals?” she said.

Ifemeludike also highlighted the importance of professionalism over heavy weaponization in security operations. She believes that security operatives should make residents feel safe, not threatened.
