Awais Shah Honors 38th SMC Graduates at NIPA Ceremony

A Ceremony of Leadership and Commitment

The 38th Senior Management Course (SMC) at the National Institute of Public Administration (NIPA) in Karachi witnessed a significant event as the Sindh Assembly Speaker, Syed Awais Qadir Shah, attended the certificate distribution ceremony. The event took place on Friday and was marked by a sense of achievement and dedication among the participants.

Opening Rituals and Recognition

The ceremony commenced with the recitation of the Holy Quran and the national anthem, setting a solemn tone for the occasion. A short documentary was then screened, highlighting NIPA’s extensive services and training activities. The chief guest was warmly welcomed by the Director General of NIPA, Dr. Syed Saif-ur-Rehman, and the Chief Instructor, Javed Zia.

Javed Zia provided insights into the objectives of the course and expressed his appreciation for the participants’ successful completion of the training. He emphasized the importance of such programs in shaping future leaders and enhancing public administration.

Speech by the Speaker

Addressing the attendees, Syed Awais Qadir Shah highlighted the significance of the event. He stated that his presence was not only as the Speaker of the Provincial Assembly of Sindh but also as someone deeply committed to public service. “The completion of the 38th Senior Management Course at NIPA Karachi is not merely a ceremony; it is a commitment that you are now ready to lead, to serve, and to strengthen governance,” he said.

He pointed out the current challenges facing Pakistan, including economic turmoil, environmental crises, digital transformation, and rising public expectations. “Modern governance is not merely about managing systems; it is about gaining public trust and delivering real impact,” he added.

A Call to Action

Speaking directly to the participants, the Speaker emphasized their roles beyond being civil servants. “You are not just civil servants; you are the architects of policy making, guardians of public trust, and pillars of institutions. This training has refined your thought process and enhanced your vision,” he said.

Quoting the words of Quaid-e-Azam Muhammad Ali Jinnah, the Speaker encouraged the participants to serve with faith, unity, and discipline. “With these values, no goal is beyond your reach,” he concluded.

Distribution of Certificates

At the conclusion of the event, the Speaker distributed certificates to officers from various federal and provincial departments. Among those who received certificates were Abdul Ahad Memon, Muhammad Mamoon Hameed Khan, Muhammad Yaqub, Lt. (R) Abid Ali, Mumtaz Ahmed Langove, Abdul Zaheer, Ahmed Ali Siddiqui, Mumtaz Ali Thebo, Asadullah, Nasir Khan, Basit Hussain, Sadia Ali Akram, Bahleem Bilquees Jan, Dr. Samiullah Soomro, Dadlo Zuhrani, Shahid Inayat Malik, Dawood Khan, Shakeel Ahmed, Faisal Ahsan Peerzada, Syed Ahmed Fawad, Lt. (R) Ghulam Murtaza Tabassum, Syed Raza Haider, Imran Bhatti, Syed Muhammad Ali, Junaid Ahmed, Tariq Manzoor, Manzoor Ahmed Baloch, Zulfiqar Ali, and Muhammad Afzal.

Appreciation and Exploration

In a gesture of appreciation, the Director General, Dr. Syed Saif-ur-Rehman, presented a souvenir to the Speaker. The Speaker also took the opportunity to tour various departments of NIPA, where he reviewed modern facilities such as the library, cafeteria, and other sections established on modern lines.
