North Korea has issued a strong condemnation of recent military activities by South Korea and the United States, labeling them as a direct threat to its security. The country’s Defense Minister, No Kwang-chol, delivered a speech that criticized the joint military drills, the deployment of a U.S. aircraft carrier, and the annual Security Consultative Meeting (SCM) as clear demonstrations of hostility.
In his speech titledOur Military’s Perception of the Enemy and Will to Respond Will Be Expressed More Clearly, No Kwang-chol emphasized that the U.S. military has been escalating its actions in a way that threatens the Democratic People’s Republic of Korea (DPRK). He stated that these actions are not only provocative but also intentionally increasing tensions in the region.
The presence of the U.S. Navy’s aircraft carrier, USS George Washington, and the Fifth Carrier Strike Group at the Busan Operational Base during theFreedom Shieldjoint exercise from the 3rd to the 7th was particularly highlighted. No Kwang-chol described this as “adding new tension variables” and warned that it could lead to an exceedance of thresholds.
The visit by South Korean Defense Minister Ahn Gyu-back and U.S. Defense Secretary Pete Hegseth to the Joint Security Area (JSA) in Panmunjom, followed by the 57th SCM in Seoul, was also criticized. No Kwang-chol claimed that such meetings, where military leaders from both countries appear near the DPRK’s southern border, are aimed at inciting war and planning for enhanced deterrence against the North.
He further stated that the U.S. and South Korea are working together to integrate nuclear and conventional forces, which he sees as a direct challenge to the DPRK. This, he argued, is an unfiltered exposure of their hostile intentions and a declaration of confrontation.

No Kwang-chol reiterated that North Korea has fully recognized the U.S.’s hostility and will not hesitate to respond accordingly. He warned that any threats approaching the DPRK’s security perimeter would be targeted and managed in necessary ways. The defense minister also emphasized that the country is prepared to take action against all forms of threats.
He stressed that under the principle of ensuring safety and defending peace through powerful strength, North Korea will demonstrate more offensive actions against adversaries’ threats. This statement reflects a clear shift towards a more assertive stance in response to perceived provocations.
Notably, this speech was not reported in domestic media outlets accessible to North Korean residents, such as the Korean Central Broadcasting Station and the Rodong Sinmun. This suggests that the message may be intended for external audiences rather than the general public within the country.
Meanwhile, the SCM joint statement, which has not yet been officially announced, is expected to address several key issues. It is reported to include discussions on the advancement of North Korea’s nuclear and missile capabilities, as well as the modernization of its conventional forces. This is attributed to increased military cooperation between North Korea and Russia.
The statement is also expected to cover measures to suppress potential North Korean attacks, support for dialogue and diplomatic efforts, and the goal of denuclearization of the Korean Peninsula. These points highlight the ongoing challenges in addressing regional security concerns and the complex dynamics between the involved nations.
