Strengthening Human Rights Collaboration in Pakistan
The United Nations Development Programme (UNDP) Resident Representative in Pakistan, Mr. Samuel Rizk, led a delegation in meeting with the Federal Minister for Law and Justice and Human Rights, Senator Azam Nazeer Tarar, in Islamabad on Wednesday. Ms. Van Nguyen, Deputy Resident Representative, also participated in the discussion. The meeting centered around enhancing cooperation between the Ministry of Human Rights, UNDP, and the European Union to further the human rights agenda in Pakistan.
Senator Tarar expressed appreciation for the ongoing partnership and technical support provided by UNDP and the European Union. He emphasized that this collaboration has been instrumental in strengthening institutional, legislative, and policy frameworks aimed at promoting and protecting human rights throughout the country. The Minister highlighted the Huqooq-e-Pakistan II project as a clear demonstration of the Government of Pakistan’s commitment to advancing human rights in accordance with constitutional guarantees and international obligations.
Key Areas of Focus
During the meeting, both parties reviewed progress made under the project’s four major areas:
- Strengthening national human rights institutions: Efforts are underway to enhance the capacity and effectiveness of existing institutions tasked with safeguarding human rights.
- Enhancing governmental human rights structures: The focus is on improving the efficiency and responsiveness of government mechanisms responsible for human rights protection.
- Integrating human rights education: Initiatives are being developed to incorporate human rights education into higher education institutions across the country.
- Advancing business and human rights: The project aligns with the UN Guiding Principles on Business and Human Rights to promote responsible corporate behavior.
The Minister was informed that work is currently being carried out to upgrade the Human Rights Information Management System (HRIMS) and strengthen the National Mechanism for Implementation, Reporting, and Follow-up (NMIRF). These efforts aim to ensure Pakistan’s effective compliance with international treaty body obligations.
Expanding the Human Rights Agenda
The project also seeks to reinforce the National Action Plan on Business and Human Rights (NAP-BHR) by promoting responsible business conduct, gender equality, and sustainability within the private sector. This includes supporting the Ministry in developing a Human Rights Due Diligence Framework, which will help monitor and evaluate the impact of business activities on human rights.
Additionally, the project aims to improve monitoring and evaluation mechanisms and ensure that national standards align with international commitments and GSP+ compliance requirements. These steps are critical in maintaining Pakistan’s standing in global human rights discussions and ensuring accountability at all levels.

Senator Azam Nazeer Tarar reaffirmed the Ministry’s dedication to advancing human rights through policy reforms, institutional strengthening, and public awareness initiatives. He emphasized the importance of continued collaboration with international partners like UNDP and the European Union to achieve long-term improvements in human rights protection and promotion.
The meeting underscored the shared goal of building a more just and equitable society in Pakistan, where human rights are not only recognized but actively protected and promoted.
