World Bank Approves Additional Funding for Trans Nzoia County

The World Bank has approved additional funding for Trans Nzoia County as part of the Kenya Devolution Support Programme (KDSP2). This new allocation is intended to support infrastructure and service improvements across the region. The county has been granted level two funding under the second phase of the programme, following a thorough evaluation by the World Bank.

During an exit briefing with the implementation committee in Kitale, World Bank consultant Sally Aoko confirmed that Trans Nzoia had successfully met all the minimum requirements set by the lender. This achievement allows the county to access Sh352 million for key projects aimed at enhancing local development.

Key Components of the Assessment

The assessment conducted by the World Bank team focused on several critical components. These included a signed participation agreement that affirmed the county’s commitment to the programme. The functionality of steering and technical committees was also reviewed, along with the appointment of proper implementation teams and evidence of approved work plans and activity reports.

In addition, the team examined the 2025-26 approved county budget to ensure the inclusion of KDSP grants, annual cash flow plans, audit opinions, and availability of required policy documents on the county website. Other areas of scrutiny involved gender mainstreaming efforts, approved training plans, programme-based budgets, the County Finance Act, and quarterly budget implementation reports.

Encouragement from Local Officials

Acting public service management executive Pepela Wanjala praised the assessment, stating that the feedback would help strengthen implementation ahead of the disbursement. He emphasized that the guidance received would enable the county to fast-track critical projects for the benefit of its residents, similar to the success achieved under KDSP1.

County secretary Truphosa Amere also welcomed the development, highlighting that KDSP support had previously played a crucial role in bridging budget gaps and funding essential capital projects. Under the first phase of KDSP, Trans Nzoia completed major projects such as the Masinde Muliro Modern Market and the Tom Mboya Mother and Child Hospital. These facilities are expected to serve thousands once fully operational.

New Projects Supported by Funding

KDSP2 county coordinator Emeldah Agoi stated that the fresh allocation will support several important initiatives. These include the construction of county road links to bitumen standard, the upgrade of Tulwet Health Centre, and the establishment of a modern fire station. Agoi expressed confidence that this funding would significantly improve services and make a real impact on the lives of the citizens.

Purpose of KDSP2

KDSP2 is a World Bank-supported programme designed to strengthen county governance, public finance management, and infrastructure development across Kenya’s devolved units. The initiative aims to ensure that counties can effectively manage resources and deliver essential services to their communities.

Trans Nzoia now moves into the implementation phase as it awaits formal funding release. The successful completion of this phase will mark a significant step forward in the county’s development journey.
