During the ongoing government shutdown, the US Army removed website guidance that directed soldiers to food banks and food-sharing facilities. This decision sparked significant controversy on social media after it was first reported by Euronews.

Stars and Stripes, a military publication, released a statement from US Army Europe and Africa explaining that “the list of local food assistance offers was created several weeks ago when the US Army was concerned that its German personnel might not receive pay during the shutdown, which could make them temporarily dependent on aid.” The statement emphasized that the guidance was intended for civilian employees rather than active-duty soldiers. However, the original website section heading used the term “kit bags,” which is a military term, raising questions about the target audience.

Despite the removal, the guidance can still be found in archived versions of the website.

Impact on Military Personnel

US soldiers are still waiting for their mid-November salary payments as the longest government shutdown in US history continues. Treasury Secretary Scott Bessent told CBS News that “as of 15 November, soldiers who are willing to risk their lives will no longer be able to receive a paycheck.”

October salary payments were sourced from multiple channels, including $2.5 billion from summer tax cut legislation, $1.4 billion from military procurement accounts, and $1.4 billion from research and development, according to US media reports.

Blue Star Families, a military-founded initiative, warned at the beginning of October that “less than one in three military families have savings of $3,000.” This highlights the growing financial strain on military families during the prolonged shutdown.

Political Tensions and Budget Negotiations

Senate Democrats are leveraging momentum from recent electoral victories—including New York City’s mayoral race and gubernatorial elections in New Jersey and Virginia—to pressure Republican colleagues toward a budget compromise. According to US media reports, this has become a key strategy in pushing for resolution.

The budget debate between Democrats and Republicans has been intense since October 1. Although Republicans control both the Senate and the House of Representatives, they require Democratic support to break the impasse. The shutdown has led to the elimination of salaries for civil servants or placed them on compulsory leave.

In response, the German government temporarily stepped in to financially support civilian US military employees stationed in Germany.

Financial Pressure on Soldiers

US military personnel receive pay every two weeks, which can amplify financial pressure during payment gaps. Approximately 37,000 US soldiers stationed in Germany, including those at Ramstein Air Base and Bavarian garrisons, face continued uncertainty regarding their November wages as congressional negotiations continue.
