Federal Government Takes Steps to Ensure Accountability in Health Fund Implementation

The federal government has made a strong commitment to monitor all funds allocated for the implementation of the Basic Health Care Provision Fund (BHCPF) under its new 2.0 Guidelines. This initiative was highlighted during the onboarding of State Oversight Committees (SOCs) from the North-West zone, which took place in Zaria, Kaduna State.

Dr. Oreshoremi Ogbe, the Secretary of the Ministerial Oversight Committee (MOC), emphasized the importance of this step. He pointed out that the 2023 BHCPF Audit Report revealed ongoing issues with accountability, underscoring the need for more rigorous oversight to ensure that the funds reach those who need them most.

Key Concerns and Commitments

Dr. Ogbe assured that the Federal Government would follow due process to make sure that the monies designated for the BHCPF benefit the most vulnerable members of society. According to him, the newly introduced Guideline 2.0, launched by the Minister of Health, aims to improve implementation outcomes by increasing transparency and accountability in the management of health funds.

“The revised guidelines will deepen the understanding of expanded roles defined in the new guideline, which places accountability and transparency at the center of the fund’s management,” he said.

He further explained that the BHCPF 2.0 was designed to enhance healthcare delivery, improve the governance of health financing, and ensure that funds reach the most vulnerable populations. The focus on accountability and transparency is expected to bring more funding to the sector at the sub-national level.

Support from Key Stakeholders

In his address, Dr. Muntaqa Umar-Sadiq, National Coordinator of the Sector-Wide Approach (SWAp) Coordination Office, noted that the BHCPF 2.0 represents a renewed commitment by the Federal Government to ensure improved governance of health financing. His comments reflected the broader support for the initiative across different sectors.

Additionally, Mallam Rabo Tambaya, the Acting Chairman of the Association of Local Governments of Nigeria (ALGON), Katsina State Chapter, pledged the association’s commitment to strengthen collaborations between SOCs and ALGON for the smooth implementation of the new guidelines. This partnership is seen as crucial for the success of the BHCPF 2.0 initiative.
