Introduction to the Gun Amnesty Initiative

The “Gun Amnesty” initiative has gained significant attention in Ghana, particularly in the Upper West Region. The Upper West Regional House of Chiefs has shown strong support for this initiative, emphasizing its importance in fostering a safer environment for all citizens.

Commitment from Traditional Leaders

The Upper West Regional House of Chiefs has expressed a firm commitment to supporting the implementation of the “Gun Amnesty” initiative. They recognize the critical role that traditional leaders play in ensuring the success of such programs. Naa Puowelle Karbo III, the President of the Upper West Regional House of Chiefs, provided assurances during an engagement with the House by the Upper West Regional Minister. This meeting was aimed at informing the House about the initiative set to be launched by the Ministry of the Interior on November 11, 2025. The goal was to seek their support for the successful implementation of the program.

Objectives of the Gun Amnesty

The “Gun Amnesty” is a government initiative through the Ministry of the Interior, designed to encourage all persons in Ghana to register or surrender their firearms. This effort is part of broader strategies to sustain national peace and security. Naa Karbo III highlighted that this policy initiative is a vital step towards achieving peace, security, and stability in the region. He emphasized that it is a shared responsibility between governments and traditional leaders.

As traditional authorities, the chiefs must work hand-in-hand to ensure the success of this program. They plan to use their traditional structures to deepen public engagement and sensitize communities to register or surrender their weapons for public safety. The revered chief called on traditional leaders in the region to take advantage of the initiative to educate their communities about its importance and the potential consequences of holding illegal arms after the exercise ends.

Government’s Perspective

Charles Lwanga Puozuing (Esq), the Upper West Regional Minister, described the initiative as more than just a government policy. He referred to it as “a national call to conscience, a call to disarm for peace, to protect our communities, and to secure our future.” The minister indicated that all persons willing to register their guns within the six-week amnesty period would follow due process to register them without fear of intimidation, arrest, or prosecution.

Mr. Puozuing explained that it is in the interest of gun owners to register their weapons to enable them to own and use them lawfully within the country. This registration process also aims to prevent any potential illicit use of those weapons. He warned that any person who failed to register or surrender his or her gun would face the law when apprehended with an illicit weapon.

Enforcement Measures

Once the six-week period elapses, the Ministry of the Interior, in collaboration with the Ghana Police Service and other security agencies, will embark on a joint recovery operation to retrieve any remaining illicit arms. Those found in violation thereafter will face prosecution under the law. This enforcement measure underscores the seriousness of the initiative and the government’s commitment to ensuring compliance.
