SSNIT Reforms Investment Strategy to Secure Pension Payments
The Social Security and National Insurance Trust (SSNIT) is undergoing a significant transformation in its investment approach, focusing on revitalizing non-performing assets and increasing exposure to fixed-income securities. This strategic shift aims to ensure more predictable returns and protect the future of pension payments.
Director-General of SSNIT, Kwesi Afreh Biney, explained that this move aligns with the fund’s current maturity phase. As the number of retirees increases, so do pension obligations, requiring more stable and reliable income flows. In the past, such as in 1991 or even 1998, SSNIT’s payout ratio was around 20 percent. However, today, it has risen to 86 percent, meaning that for every ten cedis collected, 8.6 are used to pay pensions.
With such a high payout ratio, SSNIT must rebalance its portfolio to achieve greater predictability. The new strategy involves divesting from underperforming unlisted investments and redirecting the liquidity generated into the fixed-income market. This decision follows policy guidance from the National Pensions Regulatory Authority.
Despite the shift towards fixed-income securities, SSNIT will continue to invest in profitable listed equities. Director-General Afreh Biney highlighted that out of the GH¢4 billion growth in the fund’s portfolio this year, GH¢2 billion came from investments linked to the Ghana Stock Exchange.
Mr. Afreh Biney acknowledged that some of the Trust’s unlisted investments remain non-performing, which necessitates ongoing portfolio cleanup efforts. This process is essential to improve the overall health of the fund and ensure sustainable returns for contributors.
In addition to restructuring its investments, SSNIT plans to exercise its shareholder rights more assertively in companies where it holds significant equity stakes. “Once we hold at least 26 percent, we have blocking rights and we will not hesitate to activate those rights if necessary,” he said. He emphasized that SSNIT’s oversight role will be strengthened to prevent mismanagement and ensure responsible governance.
The Trust has also committed to improving returns, expanding coverage, and enhancing convenience for contributors. Mr. Afreh Biney assured contributors that SSNIT’s investments remain in “good hands” and that the Trust is dedicated to achieving better outcomes for all stakeholders.
