Liberia’s Commerce Ministry Unveils 5-Year Plan to Drive Innovation and Economic Growth

Liberia’s Commerce Ministry has recently launched a comprehensive five-year strategy plan aimed at fostering innovation, enhancing competitiveness, and boosting productivity across the nation. The initiative, covering the period from 2025 to 2029, is designed to transform the country’s economic landscape by focusing on key sectors such as trade, industry, and small and medium enterprises (SMEs).

The plan was officially launched in Monrovia on November 5, 2025, with Commerce Minister Magdalene E. Dagoseh emphasizing the government’s commitment to driving sustainable and inclusive growth. During the event, she highlighted the importance of strengthening the roles of commerce, trade, and industry as central pillars of development.

Key Objectives of the Five-Year Strategy Plan

The ministry’s strategic goals include:

  • Enhancing the growth and development of SMEs to support job creation and economic stability.
  • Improving service delivery through digitalization, decentralization, partnerships, and advocacy.
  • Ensuring the availability and accessibility of trade, industry, and SME data for informed decision-making.
  • Transforming the Ministry of Commerce and Industry (MoCI) into a high-performing institution.

These objectives are aligned with the government’s broader ARREST Agenda, which focuses on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism as critical areas for national renewal. The Commerce Ministry plays a vital role in this transformation, acting as a driver of policy, innovation, and enterprise.

Focus on Industrialization and Trade Facilitation

Minister Dagoseh stressed that the strategic priorities will focus on promoting industrialization and value addition to reduce import dependency and stimulate local production. This includes enhancing trade facilitation and export promotion to expand market access for Liberian goods and services.

The plan also aims to strengthen the business regulatory environment to encourage entrepreneurship and private-sector participation. Policies and programs will be designed to be climate-sensitive, inclusive, and innovation-driven.

Collaboration and Partnerships

A key aspect of the plan is deepening collaboration with development partners, the private sector, and other government institutions to accelerate progress. James Strother, president of the Liberia Business Association (LIBA), commended the Ministry for its consistent efforts to advance the economy. He pledged to work closely with the MoCI to translate the strategy into tangible outcomes.

Strother emphasized the importance of economic transformation, highlighting the need for consistent dialogue that creates a more competitive environment and access to finance that empowers Liberian entrepreneurs. He described the strategy plan as pivotal for connecting government to the private sector, the business community, and locals shaping the future of Liberia’s economy.

Vision for a Modern and Competitive Economy

The plan envisions a modern, competitive, and sustainable economy where the private sector is at the center of Liberia’s development story. It outlines core strategic values, including trade development and promotion, industry development and promotion, private-sector and entrepreneurship development, SME development, and human and institutional capacity development.

Wilmot A. Reeves, Deputy Minister for Commerce and Trade, outlined the expected results of the plan, such as a diversified and expanding industrial base, enhanced trade facilitation and export competitiveness, improved innovation and technology diffusion, and a conducive business environment with efficient public service delivery.
