A New Era in Education: Sindh Launches Student Attendance Monitoring and Redress System (SAMRS)
The Sindh government has taken a significant step towards modernizing its education system by launching the Student Attendance Monitoring and Redress System (SAMRS). This innovative platform, unveiled by Chief Minister Syed Murad Ali Shah, marks a major advancement in integrating technology with governance in the education sector of Pakistan.
During the launch event held at a local hotel, the chief minister highlighted SAMRS as a groundbreaking initiative that connects student attendance with school facilities, teacher performance, and learning outcomes. The system is designed to support evidence-based decision-making, allowing the provincial government to identify challenges faced by students and implement targeted interventions effectively.
The ceremony was attended by several key figures, including Education Minister Syed Sardar Shah, World Bank Country Director Bolormaa Amgaabazar, representatives from Unicef, the Global Partnership for Education (GPE), ADB, the British Council, JICA, and officials from the School Education and Literacy Department (SELD), along with education experts and development partners.
Deployment and Expansion Plans
According to the chief minister, SAMRS has already been implemented in 600 schools across 12 districts. The government plans to expand the system to four additional districts in collaboration with Unicef. The platform not only tracks attendance but also predicts potential dropouts, recommends corrective actions, and enhances school administration.
Murad Ali Shah announced that the provincial government will institutionalize SAMRS through a new policy framework, ensuring its long-term sustainability and integration into Sindh’s education governance. He expressed gratitude to the World Bank, GPE, and other partners for their support, while also acknowledging the efforts of the SELD, Reform Support Unit (RSU), and SELECT Project teams in developing the system.
Linking Education with Other Critical Services
The chief minister emphasized the importance of linking education with health, nutrition, and child protection programs. He suggested that SAMRS could eventually connect with initiatives such as immunization, health screenings, and social protection schemes, creating a more holistic approach to student welfare.
Education Minister Sardar Shah described SAMRS as a transformative step that unifies attendance, performance, and infrastructure data into one digital framework. He noted that with the support of Nadra, students are being assigned verified B-Form numbers to ensure every child in Sindh is registered in the education system.
He added that 99% of schools using SAMRS have successfully reported attendance, while 92% have implemented corrective measures—a key move toward reducing dropouts.

World Bank Country Director Bolormaa Amgaabazar commended the initiative, highlighting that it was both conceptualized and implemented by the Sindh government. This underscores the province’s commitment to improving public education and setting a benchmark for other regions in Pakistan.
