Investigation into Security Intervention Funds Begins
The House of Representatives has launched an investigation into all security intervention funds disbursed by the Federal Government from 2020 to the present. The initiative aims to ensure full transparency, accountability, and fiscal discipline in the use of resources intended to protect Nigerians.
Chairman of the Ad Hoc Committee on the Expenditure of All Intervention Funds on Security, Hon. Zakaria Nyampa, announced this during the inauguration of the committee on Thursday at the National Assembly.
Nyampa stated that the probe became necessary due to the growing disparity between the large budgetary allocations to the security sector and the persistent insecurity affecting various parts of the country.
“This is not a witch-hunt,” he emphasized. “Our duty is to ensure that every naira released for security serves its purpose—safeguarding lives and property.”
He explained that the investigation will cover all intervention funding streams, special allocations, and procurement processes carried out by beneficiary agencies. The committee will also assess the impact of the spending on security outcomes across the nation.
“We are determined to follow the money with diligence, objectivity, and patriotism,” he said.
To ensure a credible and transparent process, the committee pledged to collaborate with the Ministry of Finance, Budget Office, Office of the National Security Adviser, defense and police authorities, as well as the EFCC, ICPC, and civil society groups such as BudgIT, CISLAC, and SERAP.
“Transparency is the backbone of good governance,” Nyampa said, adding that the misuse of funds allocated to security has dire consequences for national stability.
“When money meant to secure our nation is diverted, the cost is not just in naira and kobo—it’s in human lives. We owe it to Nigerians to get this right,” he stated, assuring that the committee’s final report will strengthen security governance and restore public confidence.
Earlier, the Speaker of the House of Representatives, Rt. Hon. Abbas Tajudeen, reaffirmed the House’s commitment to accountability, probity, and the proper use of all security intervention funds. Represented by the Deputy Chief Whip, Hon. Ibrahim Isiaka, the Speaker said the creation of the committee demonstrates the House’s unwavering dedication to transparency in national security matters.
He urged members of the committee to uphold the House’s core values of accountability, effectiveness, and fairness, commending Chairman Nyampa for accepting the responsibility to lead with integrity.
Key Objectives of the Investigation
- Comprehensive Review: The committee will conduct a thorough examination of all security-related funds disbursed since 2020.
- Accountability Measures: Ensuring that each allocation is properly accounted for and used for its intended purpose.
- Collaboration with Stakeholders: Working closely with government agencies, law enforcement bodies, and civil society organizations to gather insights and data.
- Impact Assessment: Evaluating how the spending has affected security outcomes in different regions of the country.
- Public Confidence: Aiming to restore trust among Nigerians by ensuring transparency and integrity in the use of public funds.
Importance of Transparency
Transparency in the allocation and use of security funds is crucial for maintaining public trust and ensuring effective governance. The committee’s efforts are expected to highlight any discrepancies or mismanagement in the system.
By following the money, the committee hopes to uncover any instances of misuse or inefficiency. This process will involve detailed audits, interviews with relevant officials, and analysis of financial records.
Challenges Ahead
Despite the noble intentions of the committee, several challenges may arise during the investigation. These include resistance from certain stakeholders, potential lack of cooperation from some agencies, and the complexity of tracing funds through multiple layers of bureaucracy.
However, the committee remains committed to overcoming these obstacles through persistence, collaboration, and adherence to ethical standards.
Expected Outcomes
The final report from the committee is expected to serve as a benchmark for future security funding policies. It will provide recommendations on how to improve the efficiency and effectiveness of resource allocation.
Additionally, the report will act as a tool for holding accountable those who have misused funds, thereby reinforcing the principles of good governance and public service.
Conclusion
The establishment of the Ad Hoc Committee marks a significant step towards ensuring that security intervention funds are used responsibly and effectively. By prioritizing transparency and accountability, the committee aims to address the growing concerns about the misuse of public resources and restore faith in the system.
As the investigation progresses, it will be essential to maintain open communication with the public, providing regular updates on the findings and actions taken. This will not only keep citizens informed but also demonstrate the committee’s commitment to serving the best interests of the nation.
