IEBC Launches Investigation into Kasipul Violence Ahead of By-Election

The Independent Electoral and Boundaries Commission (IEBC) has initiated an investigation into the recent violence in Kasipul Constituency, which resulted in two fatalities and multiple injuries. This incident occurred just ahead of the November 27 by-election, which aims to fill the vacancy left by the late MP Ong’ondo Were, who was killed in Nairobi.

The tension in Kasipul has escalated following the violent clashes that disrupted the ongoing by-election campaigns. The election has turned into a fierce contest between the ODM party and independent candidate Philip Aroko, a former member of ODM.

Details of the Incident

Preliminary reports indicate that on Thursday, November 6, two members of Aroko’s grassroots team were attacked while en route to a campaign rally in Nyandiwa, West Kamagak Ward. The attackers were reportedly associated with Boyd Were’s camp within the ODM party. In response, a supporter from Boyd’s side was allegedly assaulted by a mob, further intensifying the unrest in the region.

IEBC’s Response to the Chaos

In a statement released on Friday, November 7, the IEBC expressed deep concern over the incidents of political violence reported in Kasipul before the mini-polls. The commission strongly condemned the senseless acts of violence, which have led to the loss of two lives and injuries as confirmed by security agencies in Homabay.

The IEBC revealed that it had dispatched a special investigation team to the area to determine the circumstances surrounding the deaths. According to the commission, the team will recommend appropriate actions against those found responsible for the violence.

IEBC Chairperson Erastus Edung Ethekon emphasized the importance of uncovering the truth and ensuring accountability. He stated that the violence undermines the principles of democracy and poses a threat to the electoral process.

IEBC’s Warning to Political Entities

Ethekon urged all political parties, candidates, and supporters to exercise restraint and respect the rule of law. He reminded contestants that the Electoral Code of Conduct obligates them to promote peace and tolerance during the campaign period.

The IEBC reiterated that all participants must strictly adhere to the Electoral Code of Conduct as outlined in the Second Schedule to the Elections Act, 2011. Ethekon warned that any individual or political entity found violating the code would face serious consequences, including disqualification.

He stressed that democracy thrives in an environment of peace and respect for human life. The Code requires all participants to uphold peace, tolerance, and respect for the rule of law during the electoral period. Non-compliance could result in severe penalties.

Commitment to Safeguarding the Election

Ethekon affirmed the IEBC’s commitment to safeguarding the integrity of the Kasipul by-election. He called upon all political leaders to focus on issue-based campaigns and allow voters to make free and informed choices.

“We call upon all stakeholders—political leaders, candidates, and citizens—to exercise restraint, demonstrate respect for the law, and put the interest of the nation above all else. Let us remember: Elections are not a battle of might, but a contest of ideas. Peaceful participation is the greatest mark of democratic maturity,” he concluded.
