Key Steps in Preparing for Punjab’s Local Government Elections

The Punjab government has made a clear commitment to conducting local government elections, with the Chief Secretary, Zahid Akhtar Zaman, outlining a detailed timeline for completing all necessary preparations. The goal is to finalize essential requirements such as certified maps and delimitation rules by January 10, 2026, ensuring that the Election Commission of Pakistan (ECP) can begin the constituency delimitation process.

During a high-level meeting on Punjab’s local government polls, chaired by the Chief Election Commissioner Sikandar Sultan Raja, the Punjab chief secretary reaffirmed the provincial government’s dedication to holding these elections. The session, organized by the ECP, focused on the preparations and timelines for the upcoming polls. Officials emphasized their resolve to ensure a transparent and timely electoral process.

Draft Delimitation Rules and Submission Process

Zahid Akhtar Zaman mentioned that the draft delimitation rules, developed under the Punjab Local Government Act 2025, have been officially submitted to the ECP. The chief election commissioner (CEC) instructed the office to promptly submit its feedback on the draft rules to the Punjab provincial government. This step is crucial to align the rules with the legal framework and ensure smooth implementation.

The chief secretary also informed that the draft Local Government Conduct of Election Rules will be submitted to the ECP by November 15, 2025, for review and input. This submission will allow the ECP to provide any necessary amendments or suggestions before the finalization of the rules.

Timelines for Notifications and Maps

Further details were shared regarding the deadlines for submitting various notifications and maps. The Punjab CS stated that official notifications detailing the number of Union Councils will be submitted to the ECP by December 31. Additionally, certified maps for all Town Corporations, Municipal Corporations, Municipal Committees, and Tehsil Councils will be provided by January 10, 2026.

Once these documents are received, the ECP will initiate the delimitation process. This includes defining the boundaries of each constituency, which is a critical step in ensuring fair representation during the elections.

Role of the Election Commission

Following the briefing by the Punjab chief secretary, the ECP emphasized that all outlined tasks must be executed strictly according to the proposed timeline. The chief election commissioner reminded representatives of the Punjab government that holding local government elections in Punjab is a shared responsibility between the provincial government and the ECP.

He urged the Punjab government to fulfill its role by providing the required rules, data, notifications, and maps so the ECP can take timely steps for delimitation and discharge its constitutional and legal duties.

Meeting Attendees and Next Steps

The meeting was attended by members of the ECP, the secretary of the ECP, the Punjab chief secretary, the secretary of Local Government Punjab, and other senior officials from both the Election Commission of Pakistan and the Punjab government. This collaboration highlights the importance of coordination between different stakeholders to ensure a successful electoral process.

As the deadline approaches, all parties involved must remain committed to their respective roles to meet the set timelines and ensure the smooth conduct of the local government elections in Punjab.
