Record Growth in Tax Return Filings for 2025

The Federal Board of Revenue (FBR) has witnessed a remarkable surge in income tax return filings for the Tax Year 2025, highlighting a significant leap in voluntary compliance and taxpayer awareness. As of October 31, 2025, a total of 5.9 million tax returns have been submitted, marking an impressive 17.6 percent increase compared to the 5 million returns filed during the same period in 2024. This upward trend reflects a growing sense of responsibility among taxpayers and a stronger alignment with the principles of civic duty.

Among these 5.9 million returns, 3.6 million taxpayers included tax payments along with their submissions. This represents an 18.6 percent rise in the number of individuals contributing revenue, compared to the same time frame in 2024. Furthermore, individual taxpayers have paid nearly Rs9 billion more than the previous year, increasing from Rs60 billion to Rs69 billion. This 15 percent growth in tax payments underscores the evolving financial commitment of citizens to the national economy.

FBR’s Commitment to Transparency and Fairness

The FBR has expressed gratitude for the increasing cooperation from citizens and reaffirmed its dedication to supporting honest taxpayers through streamlined procedures, digital tools, and effective communication. The goal is to create a more equitable, transparent, and inclusive tax system in Pakistan. This progress is largely attributed to the FBR’s extensive outreach initiatives and the collaborative efforts of the Prime Minister’s Office and the Ministry of Information.

The campaign was designed to educate taxpayers about their civic responsibilities and the ease of filing returns through digital platforms. A comprehensive outreach strategy was implemented, involving multiple government agencies working together to raise awareness. Key components of this initiative included nationwide robocalls and WhatsApp messages aimed at reminding citizens of their obligation to file tax returns.

Behavioral Nudges and Targeted Communication

In addition to mass communication efforts, the FBR utilized behaviorally informed messaging strategies to engage taxpayers. These messages were sent using third-party data and followed a structured approach: starting with congratulatory notes, then providing information on rights and obligations, and finally issuing cautionary reminders. Nearly 800,000 such nudges were distributed across the country, effectively reinforcing the importance of timely tax compliance.

To further enhance engagement, targeted emails were sent to approximately 70,000 taxpayers. These communications highlighted indicative income levels of comparable peers, encouraging accurate and prompt tax filings. This personalized approach not only improved transparency but also fostered a sense of fairness and accountability among taxpayers.

Positive Response from Citizens

The collective efforts of the FBR, the Prime Minister’s Office, and the Ministry of Information have been met with a favorable response from the public. The increased participation in tax return filings demonstrates that citizens are becoming more aware of their roles in supporting the nation’s economic development. This shift in behavior is a positive indicator of long-term improvements in tax compliance and civic engagement.
