The Ministry of Justice recently announced the appointment of two new officials to fill high-ranking positions that had remained vacant for a significant period. Lee Hongyeon, 59, has been appointed as the head of the Correction Headquarters, while Cha Yongho, 53, has taken on the role of head of the Immigration and Foreigner Policy Headquarters. Background of Lee Hongyeon
Lee Hongyeon, the newly appointed head of the Correction Headquarters, has a strong academic background in economics, having majored in the subject at the University of Seoul. He entered public service through the Grade 7 civil service exam in 1992 and has since built a career focused on correctional administration. Over the years, he has held several significant roles within the Ministry of Justice, including serving as the head of the Welfare Division, director of the Busan Correctional Institution, director of the Suwon Detention Center, and most recently, head of the Correction Policy Division. His extensive experience in correctional services makes him well-suited for his new position.
Background of Cha Yongho
Cha Yongho, who will lead the Immigration and Foreigner Policy Headquarters, graduated from Jeonbuk National University and passed the Grade 5 civil service examination in 2001. He holds a master’s and doctoral degree in policy studies from Seoul National University and earned a Master of Laws from the University of Dayton Law School in the U.S. His academic achievements are matched by his professional experience, which includes serving as a senior policy officer at the UNHCR Headquarters, chief of the Jeju Immigration and Foreigner Affairs Office, and head of the Nationality and Integration Policy Division. His expertise in immigration administration makes him a strong candidate for this critical role.
Vacant Positions and Previous Leadership
Both positions had been vacant for some time. The former head of the Correction Headquarters, Shin Yong-hae, served for two years and nine months from September 2022 before retiring last May. Shin is currently under investigation by the insurrection special counsel on charges related to inspecting and reporting on detention center capacity under the orders of former Minister Park Sung-jae during the emergency martial law period. This has raised concerns about the integrity of certain actions taken during that time.
Similarly, the former head of the Immigration and Foreigner Policy Headquarters, Bae Sang-up, resigned in April, just after former Minister Park returned to duty following the Constitutional Court’s rejection of his impeachment. His resignation came amid ongoing scrutiny of the ministry’s operations and leadership decisions.
