The Hong Kong Police Force (HKPF) has taken a firm stance against the proliferation of fake police warrant cards, urging mainland Chinese platforms to remove these illicit items from their stores. The force has stated that it is actively engaging with Chinese authorities to address this growing concern.

Recent reports have highlighted the availability of fraudulent identification documents on major online marketplaces, including Alibaba’s Taobao. These listings, which were still active as of Tuesday, include fake Hong Kong certification documents. The HKPF has confirmed that it is in contact with the relevant authorities to ensure swift action against such activities.
According to an HKPF spokesperson, “Police recently noticed that some unscrupulous merchants were selling forged Hong Kong certification documents on Mainland online platforms. Mainland Public Security authorities were alerted of this activity, and the platforms concerned are requested to act promptly to remove the relevant posts and take further follow-up actions.”

The price of these counterfeit warrant cards remains relatively low, with some available for 33.9 yuan (HK$37), and they can be delivered directly to Hong Kong. In addition to police warrant cards, other fake IDs, such as those issued by the Independent Commission Against Corruption, as well as fraudulent Hong Kong driving licenses, are also being sold by multiple vendors.
Spotting genuine IDs
Under the Crimes Ordinance (Cap. 200), anyone who makes, sells, or uses a false instrument with the intention to induce someone to accept it as genuine faces serious legal consequences. Conviction for such offenses can result in imprisonment for up to 14 years.
The HKPF has emphasized its commitment to maintaining close communication and intelligence exchange with other law enforcement agencies. This collaboration aims to enhance efforts in identifying and dismantling networks involved in the production and distribution of counterfeit documents.

To help the public distinguish between genuine and fake police warrant cards, the Anti-Deception Coordination Centre has provided specific details about the features of authentic documents. A genuine police warrant card includes the words “Hong Kong Police” in both English and Chinese, along with a color HKPF crest. It also contains the name, rank, unique identification number, and photo of the warrant card holder. Additionally, laser text reading “HONG KONG POLICE” and “香港警察” is present on the card.
It is important to note that warrant cards cannot be handed over to the public for inspection. If individuals have any doubts about the authenticity of a document, they are advised to contact the Anti-Scam Helpline at 18222 for assistance.
