Establishment of the Permanent Special Counsel Candidate Recommendation Committee
On the 11th, National Assembly Speaker Woo Won-shik commissioned members of the permanent special counsel candidate recommendation committee to address allegations related to the “loss of the sealed bundle of new banknotes” and external pressure in the Coupang investigation.
During the commissioning ceremony held at the National Assembly that morning, Speaker Woo emphasized the significance of the role of the special counsel. He stated, “This special counsel is the first permanent special counsel targeting the prosecution.” He further highlighted the growing suspicion regarding the neutrality and fairness of the prosecution’s investigation since these two cases. The possibility of external pressure has also been raised, given that the incidents occurred within the prosecution. It is essential for maintaining democratic stability to uncover the truth and hold those responsible accountable through the special counsel.
Composition of the Recommendation Committee
The permanent special counsel candidate recommendation committee comprises a total of seven members. Three of them—Lee Jin-soo, Vice Minister of Justice; Bae Hyung-won, Vice Chief of the National Court Administration; and Kim Jeong-wook, President of the Korean Bar Association—are ex-officio members. These positions are automatically assigned based on their roles within the government and judicial system.
In addition to the ex-officio members, four non-ex-officio members were also commissioned. Among them, Yoo Jong-wan and Bae Ji-hoon were recommended by the Democratic Party of Korea, while Koo Bon-jin and Kim Young-jong were recommended by the People Power Party. This balanced representation ensures that the committee reflects diverse perspectives from different political factions.
Process and Next Steps
Moving forward, the recommendation committee will propose two permanent special counsel candidates to the president. Following this, the president will appoint one of the candidates as the permanent special counsel.
