President Mahama Unveils Plans for New Green City to Alleviate Accra’s Congestion

President John Dramani Mahama has announced the initiation of feasibility studies for a new Green City project, designed to alleviate the growing congestion in Accra. The initiative is expected to involve comprehensive planning and budgetary allocations from the Finance Ministry to support the city’s design and development.

During a sod-cutting ceremony for the Multi-purpose Norbert Anku Solar Energy Project at the Dawa Industrial Park in Agotor on Thursday, November 6, 2025, President Mahama outlined the vision for this new administrative city. The proposed Green City will be equipped with:

  • State-of-the-art infrastructure
  • Modern drainage systems
  • Improved sanitation
  • Dedicated commercial districts
  • Regulated markets

Emphasizing the need for a modern urban solution, Mahama stated, “With the kind of gridlock happening in Accra, this new city will attract investment, tourism, and will be a smart city with modern drainage and good sanitation. There will be no kiosks.”

The Green City is planned to span across the Greater Accra, Eastern, and Volta Regions. It will stretch from the Saglemi Housing Estate through the Bondase Military Range in Ningo-Prampram District. President Mahama also highlighted that current developments, including the Dawa Industrial Park, are integral components of the city’s master plan.

The project is expected to unfold over 20 years in four phases, with phase one anticipated to begin before the end of 2028.

Solar Energy Integration for Industry

In addition to the Green City initiative, President Mahama emphasized the importance of the Norbert Anku Solar Energy Project. This facility is expected to generate 1,000 megawatts by 2032 as part of Ghana’s renewable energy transition.

“This facility will produce clean, stable, and affordable electricity dedicated to Ghana’s manufacturing and export zones. It forms the core of our 24-hour economy policy and Industrial Recovery Programme,” he noted.

The solar plant is part of a broader strategy aimed at ensuring that factories, cold storage facilities, digital hubs, and export plants operate efficiently day and night without power interruptions or high energy costs.

Strategic Vision for Sustainable Development

The Green City project represents a bold step towards sustainable urban development in Ghana. By integrating advanced infrastructure, efficient drainage, and improved sanitation, the city aims to offer a model for future urban planning. The emphasis on regulated markets and the elimination of informal kiosks underscores a commitment to structured and orderly urban environments.

Moreover, the integration of solar energy into industrial operations highlights the government’s focus on renewable energy and economic resilience. The Norbert Anku Solar Energy Project is not just about generating power; it is about creating a foundation for continuous industrial growth and reducing dependency on non-renewable energy sources.
