Asean Secretary-General Calls for Immediate Deployment of Observer Team
Asean Secretary-General Kao Kim Hourn recently called for the swift deployment of an Asean observer team to maintain lasting peace along the Thailand-Cambodia border. His remarks were made during the 9th Asean Media Conference in Kuala Lumpur, Malaysia, where he emphasized the importance of regional stability and cooperation.
Mr. Kao highlighted that Thailand, Cambodia, and Asean have been actively working together to establish and deploy the observer team. He noted that a special interim observer team has already begun operations in the border area to monitor the situation closely.
“I sincerely hope that the Asean observer team will be established as soon as possible,” he said. “We should not wait for gunfire to resume or for the ceasefire to be violated.” His statement underscores the urgency of the matter and the need for proactive measures to prevent further conflict.
The Asean Secretary-General’s office does not participate in negotiations or the drafting of agreements related to the team’s establishment. However, Mr. Kao emphasized the significance of the signing of the Kuala Lumpur Peace Agreement, which marks a crucial step toward restoring stability between Thailand and Cambodia.
“I hope the sound of gunfire will fall silent, and that the ceasefire will be fully upheld by both sides,” he said. “This will create a peaceful space for both countries to return to reason, negotiation, and diplomacy.”
He also expressed confidence in the Philippines, which will assume the Asean chairmanship next year following Malaysia. Mr. Kao believes that the Philippines will continue to advance peacebuilding efforts in the region.
“We will rely on the wisdom and leadership of the Asean chair, as well as Cambodia and Thailand, to guide and make the most of this ceasefire,” he said. “This is crucial not only for the two countries but for the people of the entire Asean region.”
Key Points from the Asean Media Conference
The 9th Asean Media Conference, jointly organized by the Asean Secretariat and the German Agency for International Cooperation, brought together media experts from across the region. The event focused on discussing key issues and strengthening understanding of Asean’s role under each rotating chairmanship.
Some of the key topics discussed included:
- The importance of media in promoting regional cooperation and understanding.

The conference provided a platform for media professionals to exchange ideas and insights on how to effectively communicate Asean’s achievements and challenges to the public.
The Role of Asean in Regional Stability
Asean plays a vital role in ensuring regional stability and fostering cooperation among its member states. The organization has been instrumental in addressing various conflicts and disputes, including the ongoing tensions between Thailand and Cambodia.
The deployment of the Asean observer team is seen as a critical step in maintaining the ceasefire and preventing further escalation of hostilities. It also highlights the importance of multilateralism and collective action in resolving complex regional issues.
The success of the observer team will depend on the commitment of all stakeholders, including the governments of Thailand and Cambodia, as well as the support of the broader Asean community.
Looking Ahead
As the Philippines prepares to take over the Asean chairmanship, there is optimism about the future of regional cooperation. The country’s leadership is expected to bring new energy and focus to Asean’s initiatives, particularly in the areas of peacebuilding and conflict resolution.
The continued collaboration between Asean member states and the active involvement of the media will be essential in promoting a culture of peace and understanding. By working together, the region can build a more stable and prosperous future for all its people.
