The Kebbi Mini-Stadium Controversy and the NFF’s Defense

The recent controversy surrounding the $1.2 million Kebbi mini-stadium project has sparked intense public debate, with former president of the Nigeria Football Federation (NFF), Amaju Pinnick, coming forward to defend the project’s award and execution.

Pinnick emphasized that the project adhered to global standards and Nigeria’s procurement laws, ensuring transparency throughout the process. He pointed out that the facility was showcased by FIFA on social media as an achievement under its Forward Programme, which led to widespread criticism due to its modest appearance despite the high cost.

Public scrutiny intensified when many Nigerians questioned how such a small facility could cost nearly $1.2 million. This prompted clarification from NFF Vice President and FIFA Forward Programme Manager, Shehu Dikko, who stated that FIFA managed the project directly and that the NFF did not handle any of the funds.

During an interview on Arise Television, Pinnick addressed these criticisms head-on, asserting that the NFF followed strict procedures in implementing the project. He highlighted that the contractor, Aeron Construction Company, won the bid through an open tender process monitored in accordance with the Public Procurement Act.

The Contractor’s Background and Expertise

According to Pinnick, Aeron Construction Company is no stranger to large-scale projects. The company built the Abeokuta Stadium used for the National Sports Festival in 1999 and revamped it for the event. Additionally, they were involved in constructing the Teslim Balogun Stadium, showcasing their expertise in sports infrastructure.

“The processes, the protocols, the procedures that were used to award this contract were global and also in line with our public procurement acts. Tenders were made, you saw the tenders, and people bid for the job, companies bid for the job,” Pinnick explained.

He further noted that the Kebbi mini-stadium project, valued at $1.2 million (about ₦400 million at the time of award), was completed without any cost variation, even during the challenges posed by the COVID-19 pandemic.

Funding and Implementation Details

Pinnick clarified that the project was funded through FIFA’s Forward Programme, a development initiative that supports member associations with infrastructure funding under strict guidelines. He emphasized that the NFF acted as a conduit for the funds, with FIFA handling the financial aspects directly.

“FIFA pays, and based on the contract, FIFA says once you start, I think they pay about 350,000, it’s a milestone payment. Everything properly done,” he said.

Despite the backlash, Pinnick expressed frustration over the baseless criticisms of genuine initiatives, noting that such behavior harms Nigeria’s international reputation.

The Impact of the Kebbi Stadium

The Kebbi mini-stadium has since become home to Kebbi United and Zamfara United football clubs and has hosted several tournaments. Pinnick highlighted the significance of the facility, stating that it serves as a symbol of football development in Nigeria’s hinterlands.

“Let me tell you, the Kebbi Stadium now is home to Kebbi United. It’s home to Zamfara, not even in Kebbi State. And they’ve done a lot of tournaments on that pitch,” he said.

Pinnick also dismissed claims that the project was overpriced, maintaining that its value matched the scope of work and infrastructure involved. He described the stadium as a modest but functional facility that met FIFA standards.

Addressing Other Controversies

When asked about other controversies involving the federation, including allegations from a former associate, Pinnick declined to comment, citing ongoing legal proceedings. He emphasized his respect for the courts and the need for patience as the truth comes to light.

“I respect the courts of the land, and when I say something is subjudice, trust me, it’s subjudice. I am not going to answer some of those questions, but trust me, it will only take some time for the truth to eventually come out,” he said.
