Rwanda and Kenya Finalize Defense Agreement

Strengthening Bilateral Relations: Kenya and Rwanda Discuss Defence Cooperation

On Wednesday, November 5, the Chief of Kenya Defence Forces (KDF), Gen Charles Muriu Kahariri, engaged in high-level discussions with Rwandan defence and security officials. The meeting aimed to enhance cooperation between the two nations, marking a significant step in their ongoing efforts to solidify their strategic partnership.

This visit comes as both countries are finalizing a Defence Cooperation Agreement, which officials have indicated is nearing completion. Gen Kahariri, who is on a four-day working visit to Rwanda, met with the Chief of Defence Staff of the Rwanda Defence Force (RDF), Gen Mubarakh Muganga, and paid a courtesy call on the Minister of Defence, Juvenal Marizamunda.

The discussions focused on reviewing the existing defence cooperation between Rwanda and Kenya, identifying new opportunities for collaboration, and exchanging perspectives on regional security dynamics. According to a statement from the RDF, the talks were intended to reinforce the strong relationship between the two nations’ military forces.

A Legacy of Friendship and Cooperation

Speaking to reporters, Gen Kahariri emphasized that the visit was an opportunity to reaffirm the long-standing friendship and cooperation between the KDF and the RDF. He noted that this relationship dates back to the aftermath of the 1994 Genocide against the Tutsi, when Rwanda began rebuilding its defence structures.

“The visit is about extending our friendship and exploring ways to further strengthen and expand our partnership,” said Kahariri. “The KDF and RDF share much in common in areas such as training, regional peace, and stability, and we continue to learn from each other.”

He also expressed gratitude for the warm reception he received during his stay in Rwanda and highlighted the importance of finalizing the Defence Cooperation Agreement, which is currently in its final stages.

Cultural and Historical Reflections

In addition to the official meetings, Gen Kahariri visited the Kigali Genocide Memorial to pay tribute to the victims of the 1994 Genocide against the Tutsi. He also toured the Campaign Against Genocide Museum, reflecting on the historical significance of the event and the importance of remembering the past.

During his visit, Kahariri is expected to visit the RDF Command and Staff College in Nyakinama, Musanze District, where he will deliver a lecture. This visit underscores the commitment of both nations to fostering mutual understanding and strengthening their military ties through education and dialogue.

Key Areas of Collaboration

The cooperation between Kenya and Rwanda spans several key areas, including:

  • Training and Education: Both nations recognize the importance of shared training programs to enhance the capabilities of their armed forces.
  • Regional Peace and Stability: As neighboring countries in East Africa, Kenya and Rwanda work together to maintain peace and security in the region.
  • Information Sharing: Regular exchanges of intelligence and strategic insights help both nations address emerging security challenges effectively.
  • Joint Operations: In times of crisis, the two countries have demonstrated a willingness to collaborate on joint operations to protect regional interests.

Conclusion

The recent visit by Gen Kahariri to Rwanda highlights the deepening relationship between the two nations, rooted in a shared history and mutual respect. As they move forward with the Defence Cooperation Agreement, the focus remains on strengthening their partnership in defence and security, while also honoring the lessons of the past.
