Minawi Insists on RSF Exit from Cities for Ceasefire

Sudan’s Darfur Governor Demands RSF Withdrawal for a Truce

On Saturday, November 8, 2025, in Port Sudan, the governor of Darfur, Minni Arko Minawi, called for the withdrawal of the paramilitary Rapid Support Forces (RSF) from urban areas. He also demanded the release of abductees and the safe return of displaced individuals as prerequisites for any potential truce.

Minni Arko Minawi, who leads the Sudan Liberation Movement (SLM), emphasized that without these conditions, any truce would be meaningless. “Any truce without this means the division of Sudan,” he stated, highlighting the critical nature of the demands.

The governor is also responsible for overseeing the Joint Force, a coalition of Darfur movements that collaborate with the Sudanese army. In a separate statement, the Joint Force reiterated the same conditions, reinforcing the importance of these measures for achieving peace.

The Sudanese army’s position regarding the U.S.-backed humanitarian truce remains unclear. The Quad mechanism, which aims to secure this truce, has not yet received a definitive response from the Sudanese military.

The Sudan’s Security and Defence Council, which convened last week, did not provide a clear stance on the truce. While it acknowledged the efforts of the U.S. envoy to alleviate civilian suffering, it simultaneously stressed the need to continue general mobilization to defeat the RSF militarily.

Key Developments in the Conflict

The Joint Force has established a presence in several regions, including North Darfur, North Kordofan, Khartoum, and Northern Sudan. These deployments are crucial in maintaining pressure on the RSF and supporting local communities.

The RSF took control of El Fasher on October 26, leading to widespread reports of mass killings and sexual violence. This incident has sparked significant public outrage and attracted international condemnation.

Ongoing Challenges and International Response

Despite the growing concerns, the situation remains complex. The lack of a unified stance from the Sudanese military complicates efforts to achieve a lasting truce. The international community continues to monitor the conflict closely, with calls for accountability and action against those responsible for war crimes.

Efforts to bring about peace involve multiple stakeholders, including regional organizations and international bodies. The focus remains on ensuring the safety and well-being of civilians caught in the crossfire.

The Role of the Joint Force

The Joint Force plays a vital role in the ongoing conflict. Comprised of various Darfur movements, it works alongside the Sudanese army to combat the RSF. Its strategic presence in key areas helps to stabilize the region and support displaced populations.

However, the challenges faced by the Joint Force are immense. The RSF’s continued aggression and the lack of a clear military strategy from the Sudanese government pose significant obstacles to achieving peace.

Future Prospects

As the conflict continues, the need for a comprehensive solution becomes more urgent. The demands made by Minni Arko Minawi and the Joint Force highlight the importance of addressing the root causes of the conflict and ensuring the protection of civilians.

International support and cooperation will be essential in facilitating dialogue and promoting stability in the region. The path to peace remains uncertain, but the commitment to finding a resolution must continue.
