Rights Chief Warns of Ongoing ‘Abominable Atrocities’ in El Fasher

Escalating Humanitarian Crisis in Sudan

The humanitarian situation in Sudan continues to deteriorate, despite recent reports of a ceasefire agreement brokered by international mediators. The United Nations has issued urgent warnings about the worsening conditions, highlighting the dire circumstances faced by civilians in the region.

“Today, traumatized civilians are still trapped inside El Fasher and are being prevented from leaving,” stated Volker Türk, the UN High Commissioner for Human Rights, in a statement released on Friday. He expressed deep concern over the ongoing atrocities, including summary executions, rape, and ethnically motivated violence within the city.

The situation in El Fasher has been particularly grim since the Rapid Support Forces (RSF) militia captured the city on 23 October this year. The RSF, which has been engaged in a conflict with the military government in Khartoum for over two years, has led to widespread violence and war crimes. Despite the capture of El Fasher, the violence does not seem to be abating, even for those who have managed to flee the city.

Continued Violence and Lack of De-escalation

According to the High Commissioner, civilian casualties, destruction, and mass displacement have continued to rise since the capture of El Fasher. He warned that developments on the ground indicate “clear preparations for intensified hostilities, with everything that implies for its long-suffering people.”

In an interview with UN News on Thursday, Chaloka Beyani, the UN Special Adviser on genocide prevention, raised concerns over allegations of war crimes in El Fasher. He highlighted the massive violations of international human rights law, including direct attacks on civilians and non-compliance with international humanitarian law. These attacks, he said, are largely directed at civilians.

On Friday, UN independent experts also voiced concern over the humanitarian situation, pointing out “sadistic levels” of sexual violence and abuse. They condemned the credible reports of ethnically targeted summary executions of civilians by the RSF, which they described as prohibited under international law and constituting war crimes and possibly crimes against humanity. They called for an immediate cessation of such actions and emphasized the need for prompt independent investigations.

Reported Ceasefire Agreement

Despite these alarming reports, there have been indications of a potential ceasefire. The RSF reportedly agreed to a ceasefire proposed by the United States and Arab countries on Thursday. However, the national army has not signed on to the agreement, and attacks continue, according to news reports, including explosions around government-held Khartoum.

UN agencies are continuing to advocate for an end to hostilities. “The Security Council’s arms embargo is clear: the provision of continuing military support to sustain parties committing serious violations must stop,” said Mr. Türk. He reiterated his call for an “immediate end to the violence both in Darfur and Kordofan,” emphasizing the need for bold and urgent action by the international community.

Upcoming UN Session

The UN Human Rights Council will hold a special session on the situation in and around El Fasher on Friday, 14 November. This session is expected to address the ongoing crisis and explore potential solutions to the escalating conflict.

As the situation in Sudan remains critical, the international community is under increasing pressure to take decisive action to protect civilians and bring an end to the violence. The humanitarian needs are vast, and without immediate intervention, the suffering of the people in Sudan is likely to continue.
