Strong legislature key to good governance, ex-minister says

Strengthening Legislative Institutions for Sustainable Development

Former Minister of National Planning, Prof. Abubakar Sulaiman, emphasized the crucial role of strong and effective legislative institutions in achieving meaningful development during a recent event.

Sulaiman made these remarks at the opening of a five-day capacity-building workshop for parliamentary staff of the Parliamentary Institute of Benin (IPaB) in Abuja. The event marked the beginning of a collaborative initiative between the National Institute for Legislative and Democratic Studies (NILDS) and IPaB, aimed at enhancing democratic governance and legislative development across West Africa.

The training program is part of a three-year Memorandum of Understanding (MoU) designed to foster regional cooperation and improve the quality of legislative processes. This partnership reflects a shared commitment to building resilient institutions that can support long-term national and regional progress.

The Importance of Quality Governance

Sulaiman highlighted that the strength of a nation’s governance is directly linked to the quality of its policy and legislative processes. He stated:

“It is therefore safe to assert that the outcomes of governance are a direct reflection of the quality and capacity of those who make and implement policies, as well as the institutional systems that guide them.”

He further explained that good governance cannot thrive without sound policy formulation, robust legislative frameworks, and efficient administrative structures. These elements form the backbone of any successful development strategy, ensuring that policies are not only well-designed but also effectively implemented.

Aligning with Institutional Missions

As the Director-General of NILDS, Sulaiman reiterated that the program aligns with the institute’s long-standing mission to build competent, people-centered legislative institutions across Africa. This mission includes fostering partnerships through research, training, and technical support to enhance legislative effectiveness.

The collaboration between NILDS and IPaB is seen as a critical step toward achieving this goal. By focusing on capacity-building, the program aims to empower parliamentary staff with the knowledge and tools necessary to contribute meaningfully to the legislative process.

Embracing Innovation in Governance

Sulaiman encouraged participants to take full advantage of the training sessions, particularly those covering innovative management, oversight mechanisms, and the application of artificial intelligence in legislative processes. He noted that technology is increasingly shaping modern governance, offering new opportunities for efficiency and transparency.

“As you embark on this learning journey, remember that sustainable development depends not only on visionary policies but also on capable institutions and committed individuals who can translate policy intentions into tangible results for citizens,” he said.

This emphasis on innovation underscores the importance of adapting to changing global dynamics while maintaining a focus on equitable and inclusive development.

Key Focus Areas of the Training Program

The five-day workshop includes several key focus areas:

  • Innovative Management: Exploring new approaches to managing legislative processes and improving organizational efficiency.
  • Oversight Mechanisms: Enhancing the ability of parliamentary staff to monitor and evaluate government performance effectively.
  • Artificial Intelligence in Legislation: Investigating how AI can be used to support legislative tasks, such as data analysis, policy drafting, and public engagement.

These modules aim to equip participants with the skills needed to navigate the complexities of modern governance and contribute to the development of more responsive and accountable institutions.

Conclusion

The collaboration between NILDS and IPaB represents a significant step forward in strengthening legislative institutions across West Africa. By investing in the development of parliamentary staff, the program seeks to lay the foundation for more effective governance and sustainable development.

With a focus on both traditional and innovative approaches, the initiative highlights the importance of continuous learning and adaptation in the ever-evolving landscape of governance. As Sulaiman emphasized, the success of any development agenda ultimately depends on the strength of institutions and the commitment of individuals to turn policy into action.
